Symptoms

Current implementation is processing the Rate Records sequentially (rating engine will identify the appropriate rate offerings for an order release, and then it will try to get the feasible rate records associated with rate offerings using GEO hierarchy. Next it will evaluate the cost using all associated Rate records), after processing all Rate Geos bulk plan will identify the best rate from the Rating engine result.

Instead of processing Rate Geos sequentially one by one, we should process them simultaneously as a batch process.
