Item Import Is Unexpectedly Removing Item EFF Data (Doc ID 2582076.1)

Symptoms

On Fusion Product Hub: 11.13.19.07.0
When attempting to update an Item EFF attribute via any Item Import process (FBDI, Mass Change from the Manage Items UI, or Item Batches using an Import Map) the following issue occurs.

-- Issue
The respective EFF attribute is updated, however all other attributes within that Attribute Group are nulled out.


-- Expected Behaviour
The customer expects that the values for EFF attributes will remain unchanged when no value has been provided within the respective column in the FBDI template

 -- Steps
The issue can be reproduced at will with the following steps.
1. Download the Item FBDI Template
2. Populate Item Data
3. Generate the CSV Files
4. Load Interface File for Import
5. Run the Item Import process
6. Notice the needed attribute has been updated, however all other attributes in that attribute group have been nulled out.

-- Business Impact
The issue has the following business impact:
Due to this issue, users cannot update item EFF attributes via any Item Import process without performing unwanted changes to other EFF attributes
