When uploading attachments, an error occurs: GET_DOC_METADATA_INFO (Doc ID 2582499.1)

Symptoms

On : 11.13.19.07.0 version, Accounts, Contacts, Households

When uploading attachments, an error occurs.

ERROR
-----------------------
The file type attachment is not saved.
Unable to load content server metadata model using GET_DOC_METADATA_INFO.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign-on to application
2. Navigate to Sales > Accounts
3. Search and edit an account
4. Add an attachment
5. After clicking OK on the Attachments dialogue, the error occurs
Note: the same issue occurs on Contact, Lead, and Opportunity.
