Non Hazardous goods gets pick with Hazardous Rate Records while bulk planning orders

We have certain item which are hazardous and needs to be picked with hazardous rates only and shipped separately. Hazardous rate type as Hazardous Material only is used. But still Non Hazardous orders are picking this rate.
