Symptoms

The Commitment Allocation is not honored when a single Order Release gets planned into multiple shipments, all the shipments get allocated to a single Service Provider.

Example:

- Order: OR01

- Rates/Carriers:

CARRIER01 ($1)
CARRIER02 ($1)

- Commitment Allocation ID: CA01
Rate Offering ID Percentage
CARRIER01 50.00
CARRIER02 50.00

- Planning Parameter Set: Commitment_Allocation
Plan Shipments with Carrier Commitment=TRUE

- Plan the Order using the above Planning Parameter Set

- 10 Shipments are created with CARRIER02

- Commitment Allocation Usage
