HCM Design Studio Country Specific Rules Not Working Correctly (Doc ID 2582666.1)

Customer has configured two rules in HCM Design Studio to meet the following requirements. However, some of the fields hidden at global level are not displaying at country level

1) to show the demographic fields for UK
2) to hide demographic fields for for all counties except UK. Originally the rule all countries in scope but had lower priority.

But rule is not working for Disability section in person details. In rule 2 above, when customer hides disability section it still appears for all countries. If Customer changes scope of countries in rule 2 and select all counties ( including UK) then hide disability, while in rule 1 for UK disability is visible, Disability is hidden for all countries including UK.
