IDCS: 500 Gateway Timeout error when accessing EBS Asserter URL in OCI VM hosting Weblogic (Doc ID 2583073.1)

Symptoms

When attempting to connect to IDCS for EBS Asserter, the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Setup EBS Asserter in a WLS Server
2. Start Weblogic Server
3. Access EBS Asserter URL
4. Error - 500 Gateway Timeout error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot sign in to EBS
