1. Create a time card manually
2. Add two time entry rows for two different assignments/ positions
3. The respective assignment managers receive the notification for approval
4. Both managers approve the notification
5. The time card remains in Submitted status

The time card should be approved when all managers approve their respective time card approval notifications

The issue can be reproduced at will with the following steps:
1. Create a time card manually
2. Add two time entry rows for two different assignments/ positions
3. The respective assignment managers receive the notification for approval
4. Both managers approve the notification
5. The time card remains in Submitted status
