Symptoms
Oracle Engagement Cloud (OEC) & IDCS Welcome Email
The welcome emails from IDCS are no longer being sent out when a new user registers in EC, using this link.
Oracle Engagement Cloud (OEC) and IDCS are being used for the portal authentication
and self-service users (with the Digital Customer Service reference implementation).
This environment has been configured to use IDCS as the primary authentication
and as such the welcome messages out of EC have been disabled.
Setting: Manage Digital Customer Service Registration Profile Options \ SVC_CSS_SEND_WELCOME_EMAIL = false
These welcome emails have been sent in the past
ERROR

Users are not receiving the email without any manual intervention.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Integrate IDCS and OEC, with IDCS being used as the primary authentication.
2. Disable welcome email to be sent out from OEC
3. Sign up for a new user in OEC and check for the welcome email
