Symptoms

On : 11.13.19.04.0 version, Global Human Resources

When attempting to add attachment by the approver during resignation approval,
the following error occurs.

An error occured. Contact your help desk. (FND-2)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Resignation Approval Notification > Add Attchment > Add File> Error Occurs
