On : 11.13.19.07.0 version, .Manage Compensation

ACTUAL BEHAVIOR
---------------
All employees under a manager hierarchy are not being displayed.

EXPECTED BEHAVIOR
-----------------------
Expect the employees for a manager hierarchy to be displayed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as admin -
2. Navigate to "Compensation"
3. Act as proxy
4. Select a Manager
5. Click on the component
6. Change the filter to: "All workers"
7. Only 3 employees are visible in worksheet
8. Changing the filter to "Direct reports" show correct number of employees.
