Partner user getting error on changing owner of Deal Registration

Partner user is trying to change owner of Deal Registration to some other user of same partner organization. Getting an error instead:

" An application error occurred. See the incident log for more information "

Steps to reproduce:
- Click Create Deal Registration button
- Complete the Deal Registration form with details
- Save and Continue
- Change the Deal Registration owner to someone else from the same partner
