Symptoms

On : 11.13.19.01.0 version, Learning Specialist

ACTUAL BEHAVIOR
---------------
User not visible in Learner Search: one user is active in the system and can access the system/complete learning without any issue. However, as an admin we are unable to find her when searching in 'Learners'.
This employee was rehired (new user).
The user is able to access the system as normal. Can complete learning, correct learning initiatives are assigned and able to use the performance module. For the user, there is no issue.
Seems that this user is the only learner having this issue.
The Learner is able to enroll himself in training from Self-Service and complete courses.

EXPECTED BEHAVIOR

Admin to be able to find the user in Learner search.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
My clients group > Learning > Leaning Catalog > Course > Learners > this specific user it's not found

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the admin cannot assign learning items to this user.
