Lease attachments drops off after submission (Doc ID 2586097.1)

Symptoms

 When creating a new lease, files attached to the lease will drop off once the 'Submit' button is clicked.

Replication Steps:
1. Create a lease and add a file attachment
2. Save the lease then review the lease (files still attached to the lease)
3. Generate payments then review the lease (files still attached to the lease)
4. Submit the lease then review the lease (files no longer attached to the lease)
