No List of Values for Locations Drop-down In Work Preferences/Requirements On Career Development (Doc ID 2586119.1)

The First Preferred, Second Preferred, First Excluded, Second Excluded, etc. drop-downs in Career Development Work Preferences do not allow the user to select any values with the Employee role. Administrators are able to access the drop-down, but this is an employee-used field.
