Workflow Record Not Being Assigned To All Users As Expected, Instead Only One User Is Assigned (Doc ID 2586143.1)

Symptoms

On Unifier : Version 19.5

When; 1) a source record auto-creates a destination record through an S-Step in the workflow design, 2) the Destination record has a conditional routing step soon after the creation step, and 3) the 'Additional conditions to filter assignees' setting is enabled on the subsequent step:

ACTUAL BEHAVIOR
---------------
Create a BP record and process it to a step, in this step the record is supposed to be assigned to multiple users, but it is assigned to one user.

EXPECTED BEHAVIOR
-----------------------
Expecting BP record to have been routed to multiple users.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, record is not being routed to the expected Assignees.
