19c Output Interface Create Timestamp Does Not Reflect User Timezone (Doc ID 2586827.1)

Symptoms

On : 19.3 version, Input and Output Interfaces

ACTUAL BEHAVIOR
---------------
In the Output Interface, the create timestamp does not reflect in the users timezone
Users noticed that every transaction has the wrong time stamp.

For Inventory History, users has seen it for following transactions (please note this list may not be all inclusive).

20 - Order Status Change
30 - Create Unallocable Container
23 - Lock Container - After ASN Verification
2 - Container Consumed
4 - Inventory Adjusted pre verification
1 - LPN Received

User times zone is (UTC+1000) Australia/Sydney (AEST)

EXPECTED BEHAVIOR
-----------------------
Expect the timestamp to match with the users Timezone

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Review the timestamp on the Output Interfaces
2. The “Output Interfaces” screen doesn’t seem to be capturing the create time correctly
3. Similarly review the Timestamp on History transactions and the same problem is noticed.
