Approval Delegations Is Not Showing On Page (Doc ID 2586841.1)

Goal

As per Release Notes for 19C upgrades, Roles and Delegations can be made using the following navigation
Navigator -> Person management -> Search for an employee -> Manage User Account
As per documentation, the privilege (ORA_PER_MANAGE_ROLE_DELEGATIONS) is required to achieve the same

However when we added the Privilege to Custom role and checked using seeded Role, we don't see the option to delegate approvals/roles.

Also, in Employee SS, the Approval Delegation option can be viewed as read only. Don' see the option to add delegation.

We need to understand why is this happening and how can we rectify the issue?
