Some Participants Are Not Picked Up For Payment Batch Due to End-Date Pay Group Assignment

Symptoms
User created a payment batch and do not see any paysheets being created for some participants.
STEPS
1) Create two roles
Participant Assignments > Manage Roles
IC Demo Role 1
IC Demo Role 2
2) Assign roles to participant
Participant Snapshot > Manage Participant Details > Role Assignment
Participant : Rep1 IC Demo
IC Demo Role 1 1/1/18 - 6/30/18
IC Demo Role 2 7/1/18 - null
3) Create paygroup "IC Demo Paygroup" , start_date = 1/1/17, no end-date
4) Assign both roles to paygroup, , start_date = 1/1/17, no end-date
Participant Assignments > Manage Pay Groups > Roles
5) Assign role "IC Demo Role 1" to participant with 1/1/18, no end-date
Participant Snapshot > Manage Participant Details > Role Assignment
6) Run Deploy Compensation Plans
7) Confirm Pay Group is assigned
Participant Snapshot > Manage Pay Groups
Pay Group Start Date End Date
IC Demo PayGroup 1/1/18 null
8) Assign role "IC Demo Role 2" to participant with 7/1/18, no end-date
9) Run Deploy Compensation Plans
10) Confirm Pay Group is assigned
Participant Snapshot > Manage Pay Groups
... still see only 1 pay group assigned with no end-date
... at table level, the paygroup assignment record is associated to "IC Demo Role 1"
11) End-date the "IC Demo Role 1" assignment with 6/30/18 , SAVE
Participant Snapshot > Manage Participant Details > Role Assignment
12) Run Deploy Compensation Plans
13) Create payment batch for pay group "IC Demo Paygroup" and do not see any paysheet created for this participant
