Symptoms
When create a new revaluation batch and process 'Select Assets for Mass Transactions' ran for selecting assets to revalue, concurrent process end in error status and no assets are selected.
ERROR

Revaluation transactions are not allowed on this fully reserved asset.
The Revaluation transaction #### failed for asset number #####.
The issue can be reproduced at will with the following steps:
1. Create mass revalue transaction group
- Asset Type = Capitalized
- Filter on one category
- Fully reserved assets = exclude
2. Submit process
3. The 'select Assets for Mass Transactions' process ran to error
