listShippingMethods Fails with Error "request denied due to performance constraints" (Doc ID 2588528.1)

Symptoms

Calling listShippingMethods /ccadmin/v1/shippingMethods /ccstore/v1/shippingMethods may return following error:

This issue may occur at checkout page or Admin / Setting / Shipping Methods while above endpoint is called.

Reproducible Steps:

The issue can be reproduced at will with the following steps:

  1. Create a shipping region that includes all possible countries and regions
  2. Create 1000 shippingMethods using the shipping region created in step 2
  3. Go to occs-admin > Settings > Shipping Methods (or invoke GET /ccadminui/v1/shippingMethods via ccdebug)
  4. Call to GET /ccadmin/v1/shippingMethods. Notice the response that contains above error.
