IDCS Login Fails on Windows 7 IE 11 Browser

Login failed using IE browser on Windows 7
Customer integrated a portal to use IDCS. Chrome & firefox brower are working fine for all use cases.
However, IE 11 on Windows 7 had issues.
-Access Portal with IDCS authentication
-open new tab in browser
-Access IDCS - https://<TENANT_BASE_URL>/ui/v1/adminconsole
-Redirect to IDCS login page
IE browser shows below error -
message : This is problem with your account. Please connect Support.
Adding IDCS domain to trusted site in IE solves the issue. However customer does not want to add idcs domain to trusted site.
