Symptoms

On : 11.13.19.01.0 version, Capture Transactions-Approve Journals

ACTUAL BEHAVIOR
----------------------------
The Journal Approval is not working when the Source is Manual. The same Journal approval rule works if it is a AutoCopy Journal.

EXPECTED BEHAVIOR
-----------------------
The new journal approval also should go through the same process as the AutoCopy journals

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new journal Source is Manual and the currency is STAT
2. Post the journal
3. The new journal will get rejected
