Symptoms

When performing Change Personal Information transaction the following error occurs:

Fault Information: ORABPEL-30082 WorkflowServiceEngine request to another component failed. Request operation CallFunctionStateless from default/HcmPeopleProcessComposite/PersonalInformation to PersonalInformationRules failed with Business Fault: null. Check the underlying fault. Check target SOA component for cause.

STEPS
--------------
The issue can be reproduced at will with the following steps:
1. login to Fusion applications
2. query for the person record
3. Navigate to Change personal information page
4. edit the changes and submit for approval
5. go to Transaction Console and open the transaction, it is showing as failed and the diagnostic log displays error message described above

Important: Above scenario can happen for any other transaction, it is not specific to Change Personal Information only.
