Email Notification Approve / Reject Links Generate Responses With Invalid Tokens (Doc ID 2589500.1)

When trying to approve transactions using approval links, there is an error saying the tokens do not match:

An exception has been thrown while processing an email.
The token and email account combination is invalid. The notification email must be replied to by the email account it was originally sent to.

Steps to reproduce:

  1. Enable HTML Approval Email from Commerce Setting
  2. Set a reason with more than 1 approver (advanced)
  3. Submit the quote
  4. After receiving the email, please click on Approve link
  5. Observe the error
  6. Quote should be approved without any problems. Sometimes, when replying to the email, the token gets differently than the initial one
