JET Configuration Not Available After Upgrade (Doc ID 2589659.1)

Symptoms

After a site is upgraded to version 19C, JET Configuration UI appears to be disabled. Under each Product Family in Catalog Definition, there is no menu entry for "Layout Access Control" in order to enable JET. Even if JET Configuration was enabled in version 19B, the menu option isn't present, and entering configuration does not display the JET layout.

Changes

 The site was upgraded to 19C.
