Symptoms

ACTUAL BEHAVIOR
---------------
When attempting to clear an application-tier cache through the Topic interface via integration, the XML containing the clear cache topic is processed, however, the respective cache is not cleared and remains the same size

EXPECTED BEHAVIOR
-----------------------
It is expected that the cache be cleared once the Topic XML is processed successfully.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Send an inbound XML containing Topic element to clear an app-tier cache to OTM. An example of an inbound transmission clearing the RateDistanceCache cache can be found below

2. The inbound transmissions will be processed successfully.
3. Navigate to Configuration and Administration -> Technical Support -> Diagnostics and Tools -> Caches and check the size of the respective cache
4. The cache size will not be 0 (indicating that it has not been cleared) and will remain its current size
