Scheduled Event No Longer Running After Maintenance (Doc ID 2589755.1)

After maintenance completed on Friday night/Saturday morning (after R38 upgrade),
all workflows where the trigger event is "Scheduled Event" were no longer
working. No errors in the Workflow Monitor, and customer did not receive the
typical confirmation email.
The workaround, customer found, was to create new workflows by copying the
old ones.
