Translations display on Process Actions for users with a different language preference (Doc ID 2590850.1)

Symptoms

Process Actions are translated to a language that is different from the language a user selects as their preference. This happens even though the translations on the UI is correct.

STEPS TO REPRODUCE
------------------
1. Input a translation for a Process Action (i.e Admin > Process Definition >
Process Actions > List > New Transaction > Translations)
2. Deploy Commerce
3. Change user preferred language > Navigate to Transaction Manager.
4. Observe the mistranslated process action.
