Need to create a 2nd IDCS instance on Universal Credits pricing model

You want to create a 2nd instance of IDCS for testing purposes and came across the following within documentation:

Important: If you're not a subscriber to the Universal Credits pricing model, then this Oracle Identity Cloud Service feature is available. However, if you're a subscriber to the Universal Credits pricing model, then this feature is temporarily unavailable. Please contact Oracle Support.

Please advise on how we can create a 2nd IDCS instance if I am a "subscriber to the Universal Credits pricing model".
