OMC: Oracle Management CLoud Notification Failure: -00512 Unable to send message SMTP error (Doc ID 2591155.1)

Symptoms

Oracle Management Cloud (OMC) Alert notification does not work using email channel.

A rule was created with three MailIds 
Email alerts are not being sent to  the enterprise inbox (MailId#3)

 

MailId#1 (gmail) and MailId#2 (hotmail) inboxes are receiving email notifications.

With a new rule, the issue still occurs.
The symptom persists even if only one channel is in use.

The Alert history shows that emails were sent to all MailIds.
