Symptoms

On : 11.13.19.07.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Not able to remove users from duplication identification process for Person.

When running a duplicate identification batch for contacts, there are users being added to the duplicate sets

EXPECTED BEHAVIOR
-----------------------
there should be no users in the duplicate sets

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Got to Customer Data Management >> Duplicate Identification Batches
2. Create a new batch:
3. Set as filter the usage: Contact
4. Submit the batch

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot merge some contacts since they are in the same merge requests as users and this gets automatically rejects with out of the box assessment rules.
