Unable To Login To Unifier Cloud Instance/ Link Redirection to Oracle Access Manager (OAM) / Oracle Identity Manager (IDM)

Primavera Unifier Cloud Service Version 17.12 Current Release 19.9
When attempting to access the URL for the account, a redirect takes the customer to in internal Cloud Oracle Access Manager (OAM) / Oracle Identity Manager (IDM) redirect site.
the following error occurs.
Oracle Access Manager redirect
"Error: System Error: Please Contact the System Administrator"
STEPS to Reproduce
- Access the Unifier URL for the environment
- Occasionally the redirect will go to P6 (No P6 environment on the account) URL and then allow access to Unifier
Result redirect goes to OAM/IDM and no access to Unifier is permitted
