Unable To Login To Unifier Cloud Instance/ Link Redirection to Oracle Access Manager (OAM) / Oracle Identity Manager (IDM) (Doc ID 2591504.1)

Symptoms

Primavera Unifier Cloud Service   Version 17.12 Current Release 19.9

When attempting to access the URL for the account, a redirect takes the customer to in internal Cloud Oracle Access Manager (OAM) / Oracle Identity Manager (IDM) redirect site.
the following error occurs.

ERROR

Oracle Access Manager redirect
"Error: System Error: Please Contact the System Administrator"

STEPS to Reproduce

  1. Access the Unifier URL for the environment
  2. Occasionally the redirect will go to P6 (No P6 environment on the account) URL and then allow access to Unifier

Result redirect goes to OAM/IDM and no access to Unifier is permitted
