Agent Installation Failed !!! Error Occurred While Downloading Certificate (Doc ID 2591668.1)

Symptoms

When trying to install the OIC communication agent on an OCI compute VM, the below error is seen.

Not sure why it failing to download the certificate.

Manually importing the cert to keystore also doesn't work.
