IDCS Identity Admin And Service Admin Not Seeing Security Options In OAC (Doc ID 2591975.1)

Symptoms

An admin user was created some time ago in IDCS for administering Oracle Analytics Cloud.  A new admin user was just created.  The older user cannot see the security options that are clearly visible to the 'new' user.
