Test Connection to EPM Application Fails With an Error - "Required property Shared IDM Global Admin UserName" (Doc ID 2592000.1)

Symptoms

Test connection or user provisioning to Oracle Cloud EPM Planning fails with  "You must specify a value for the required bundle configuration property Shared IDM Global Admin UserName." SSO feature for this EPM instance in IDCS works correctly.  

Changes

 This worked properly on EPM environment with an OCI Classic instance but when the configurations are moved to an OCI environment, the test connection fails.
