Symptoms

On : 11.13.19.07.0 version, Manage Expenses-Approve Expense Report

When attempting to submit an expense report, a mandatory authorization attachment field is showing on the expense report.
the following error occurs.

Select an estimated expense


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an expense report
2. Notice required authorization field is displayed.
3. Cannot submit expense report

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot submit expense report
