Partner Roles Not Auto Provisioning to Partner Contact Users

On : 11.13.19.04.0 version, Partner Management
Very few roles being assigned to partner contact user
All five roles must be assigned to partner contact user
Reason: Five roles are mapped to "Partner Salesperson"
The issue can be reproduced at will with the following steps:
Log into application
Navigate to Partner page
create partner contact
create partner contact user with Role assigned: Partner Salesperson
Navigate to security console
Review the roles created for Partner contact user
system assigned only two roles instead of five
The issue has the following business impact:
Due to this issue, users cannot assign all five roles
