Can an Administrator See All Content in the Oracle Content and Experience Instance? (Doc ID 2592922.1)

Goal

I am using Content and Experience Cloud and I am the system administrator for my company's OCE instance. My user id is a member of all administrative roles. What is the system administrator (root user) account for Content and Experience Cloud instance? Even though I am an administrative user, I am not able to see other people's folders and documents within content and experience cloud.  As I manage the system, I need to have the access to see other people's contents.  Is this possible to do?
