Including '/ca' in the base site url causes 404 when viewing cart (Doc ID 2593727.1)

Symptoms

When using '/ca' as part of site base url for Canada site and accessing cart page user gets, 404 error.

The issue can be reproduced at will with the following steps:

1. Create a site with URL as for example xxx.xxxx.com/ca
2. Access https://xxxx.xxxx.com/ca
3. Navigate to cart
4. Above page error is displayed.
