Symptoms

While attempting to lock a Period in the Manage Approval module, an error results: "Failed: Invalid Data".

Changes

A new Entity member was recently added to the hierarchy.  This member is in the Started state for the current period and Not Started for prior periods.  This prevents locking on the remaining Entities.
