Payroll HCM Extract is not running archival process and getting failed after 3-4 hours of execution

Custom HCM Extract is built to pull balance information on the file. Extract was working perfectly fine in other instances.
When we run the extract in DEV1 instance, Extract went into halt status at archival step and after 3-4 hours of execution, failed with error mentioned below.

Unknown Failure
JBO-27123: SQL error during call statement preparation. Statement: begin pay_core_utils.pop_message(:1,:2, :3, :4, :5, :6); end;

The issue can be reproduced at will with the following steps:
1. HCM Extract
2. fails at archival step
