SOA And OIC Not Available In APAC Region (Doc ID 2594674.1)

User administering SOA and OIC in the Ashburn region before. Recently they added to the APAC data region and subscribed to Tokyo region. He switched to the APAC data region via the Region menu on the top right. They wants to create new SOA and OIC service instances. However, they could not find the corresponding items either in the menu of the left hand side (under the hamburger menu) or the Service Dashboard.
