On : 11.13.19.04.0 version, Contract Authoring

ACTUAL BEHAVIOR
---------------

I am unable to select business units when creating a contract in Oracle Cloud. I verified that "Contract Types" have been given the "COMMON" set in "Manage Business Unit Set Assignment" and that the contract type itself has also been assigned to "COMMON." In addition, I have given myself the "Enterprise Contract Manager" and "Enterprise Contract Administrator" roles tied to the business unit, as well as the "Contract Administrator" resource role in "Manage Users." Lastly, I checked the GL setups and the business unit has been given the "Customer Contract Management" and "Procurement Contract Management" functions.

I am unclear on which setup is missing. Any guidance that you could provide would be much appreciated.

Expect to create a Contract with BU value visible

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Click Create Contract
2. Extend the BU drop down list
3. Result: don't see any BU value
