On : 11.13.19.04.0 version, Manage Payments

Separate Remittance Advice email notification is failing with error:

iby.shared.util.ess.program.common.util.SRAAndPayerNotif.runSRA()::oracle.jbo.JboException: JBO-29000: Unexpected exception caught: oracle.j2ee.ws.client.jaxws.JRFSOAPFaultException, msg=Client received SOAP Fault from server : PublicReportService::generateReport for reportAbsolutePath [/Financials/Payments/DisbursementSeparateRemittanceAdviceFormats.xdo] failed: due to oracle.xdo.server.ReportException: oracle.xdo.servlet.CreateException: java.lang.SecurityException: Security violation: /Financials/Payments/DisbursementSeparateRemittanceAdviceFormats.xdo, user: XXXXXX, permission: 16578

The issue can be reproduced at will with the following steps:
1. Submit Seperate Remittance Advice ESS Job
2. See the error in ESS log
