ACTUAL BEHAVIOR

Not receiving any Bell notification or email notifications from custom BPM workflow

EXPECTED BEHAVIOR
-----------------------
should receive Bell notification or email notifications from custom BPM workflow

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. OWF configured on Contract object to do serial approval using BPM
2. Contract is created and sent for approval
3. Worklist is created
4. No emails or bell notifications sent to approver.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, approvers are not receiving notifications to approve a contract
