Goal

The purpose is to demonstrate how to enable Enterprise Manager Express for OCI DBS
Enterprise Manager Express console to monitor a Database version 12.1.0.2 or later
By default, the EM Express console is not enabled on version 19,18, 12.2 and 12.1 databases.
You can enable for an existing database as described below
