Oracle Fusion BI Publisher: FTP Test Connection button fails with "Could not establish connection. java.net.ConnectException: Connection timed out (Connection timed out) (Doc ID 2595503.1)

Symptoms

This error manifests itself in Releases 11.13.19.04 and 11.13.19.07 and only happens when  the "Test Connection" is attempted before any scheduled jobs (with delivery option enabled) could get executed after BI Publisher was restarted.

In other words, if the BI server was bounced and the user, immediately after that, goes to the setup screen for FTP delivery and click on Test Connection, they will get the time out error.

This also can happen if the customer's POD was moved from one data center to another.

 This is specific to releases 11.13.19.04 and 11.13.19.07
