Audience: Not Able to Add New Geolocation Category Rule with Place Attribute against Small Cities (Doc ID 2595563.1)

Symptoms

When add Geolocation category rule, the Place attribute cannot apply to small cities or towns that have populations less than 100,000. 

The issue can be reproduced at will with the following steps:

1. On Admin UI, go to Settings / Marketing / Audience
2. Create a new Audience
3. Click "New Rule" and select Geolocation as Category, Place as Attribute
4. Start typing place name such as Seattle, notice Seattle, WA shows up
5. Type a small city's name such as Addision, TX, nothing comes up.
