Symptoms

On : 11.13.19.04.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
Customer is not able to edit or delete a custom document of record because he can not see those options.
He is able to do that for seeded documents.

EXPECTED BEHAVIOR
-----------------------
Customer is expecting to be able to view the Edit button and Delete button also for custom documents.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a custom Document of Record
2. Not able to find Edit button and Delete button


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot edit the custom documents of record.
